Cynthia Landez, PE
KCI Technologies
Cynthia received her Bachelor of Science in Civil Engineering from Texas A&I University in Kingsville in 1992. She had a 23-year career at TxDOT where she started in the Pharr District as a summer intern and completed her career at the Design Division in Austin. She has been a Project Manager in Utility Coordination at KCI Technologies for 6 years.
Cynthia has been an active American Society of Civil Engineers Member (ASCE) for numerous years. She been a Board member for the San Antonio Chapter since 2022 previously serving as VP of Membership, Treasurer, President Elect and now as President.
Cynthia has been an active National Cooperative Highway Research Program (NCHRP) panel member for the past 20 years at Transportation Research Board (TRB) in Washington DC. She is currently serving on eight panels where she provides guidance on the technical aspects of the research and works towards incorporating into TxDOT’s roadway guidance. This year she was honored to be selected as a member of the TRB Standing Committee on Utilities and Rights of Way (AKL16) for a term of August 16, 2025-April 14, 2028.

Md Farman Mia
Seda Consulting Engineers Inc
Md Farman Mia, PE, is a dedicated and accomplished engineer with a passion for delivering innovative solutions in land development planning and design. With over 5 years of experience at Seda Consulting Engineers, Farman has established himself as a valuable asset in the design and planning of residential and commercial subdivisions.
As a skilled engineer, Farman specializes in street design, hydrology and hydraulic analysis, wastewater and water systems design, drainage design, grading, and site layout. He is proficient in utilizing industry-leading software such as CAD, CIVIL 3D, HEC-1, HEC-2, HECRAS, TR-55, and Hydra flow.
Farman's expertise extends beyond technical skills, as he has demonstrated leadership abilities through his involvement with professional organizations. During his time at the University of Texas at San Antonio (UTSA), he served as Vice President of the Institute of Transportation Engineers (ITE) student chapter and President of the Women's Transportation Seminar (WTS) student chapter.
Currently, Farman serves as the Secretary of the American Society of Civil Engineers (ASCE) San Antonio chapter, a role he has held since 2024. He is committed to contributing to the engineering community and advancing the profession.

Abdul Sharooq Mohammed
Michael Baker International
Sharooq Mohammed earned his Master of Science in Civil Engineering from Texas A&M University–Kingsville in 2017. He has been an Associate/Civil Engineer in Highway at Michael Baker International’s San Antonio office for nearly three years. Prior to joining MBI, he worked with YPR in Windcrest, Texas (2019–2023) and NST in Illinois (2018–2019).
In his current role at Michael Baker International, Sharooq contributes to a wide range of transportation engineering projects. His responsibilities encompass roadway design, sidewalk and shared-use path design, pavement markings and signing, street maintenance, schematics, feasibility studies, traffic control, plan set production, and construction administration support. He has worked extensively on projects for both municipalities and Departments of Transportation, including multiple design-build initiatives with various DOTs.
Prior to joining Michael Baker International, Sharooq accumulated over four years of public works experience and one year of geotechnical fieldwork. His professional background encompasses roadway design, sidewalk & share use path design, drainage & utilities design, utility coordination, traffic control planning, cost estimation, and signing and pavement markings. He has contributed to land development projects and performed constructability reviews, subdivision platting, permitting, and the preparation of drainage studies. In addition to his design expertise, Sharooq has extensive field experience, including inspection support for roadway pavements, subgrade compaction, and soil bearing capacity assessments. He has prepared detailed field reports, reviewed construction specifications, and evaluated construction defects and material testing results. His responsibilities have also included construction administration support, such as reviewing submittals, responding to RFIs, assessing change orders, and verifying monthly payment applications.
Sharooq has previously been affiliated with, and has held certifications from, the American Concrete Institute (ACI), the American Portable Nuclear Gauge Association (APNGA), the Construction Management Association of America (CMAA), the Project Management Institute (PMI), and the Occupational Safety and Health Administration (OSHA).
Sharooq has been a member of the American Society of Civil Engineers (ASCE) since 2018 and currently serves as Treasurer for the San Antonio Chapter. He is also an active member of the Transportation & Development Institute and the American Society of Highway Engineers (ASHE).

Paul Anthony Mathis
Mr. Mathis has more than twenty-one (21) years of experience in civil engineering, starting at CEC in May of 2005. Initially working as an Engineer in Training (EIT), after obtaining his EIT certification 2004, he progressed upward in his career to project engineer and project manager roles overseeing dozens of projects and working to build a team of design and CAD staff after obtaining his Professional Engineering License in December of 2009. In 2021, Mr. Mathis became one of about a dozen shareholders in the company (CEC) before the firm was acquired in November of 2021 by KCI Technologies, Inc. He worked at KCI Technologies through July of 2024 as the commercial land development Practice Leader | Senior Associate with up to ten (10) individuals on the team and working with other departments and outside clients and consultants on a variety of projects covering a spectrum of development. He previously worked through the latter years of high school and college and continued to work at SeaWorld for a total of nine (9) years where he was a ride operation, held management positions for rides, and worked on maintenance and inspections for the rides. Three (3) of these years working at SeaWorld overlapped his first three (3) years of the start of his engineering career with Civil Engineering Consultants (CEC). During this time, he also worked for one semester at the UTSA as the structural engineering class grader. Mr. Mathis currently is the owner of PM Engineering, LLC.
Mr. Mathis is a member with the Texas Society of Professional Engineers, ASCE, ACI, AISC, APMI, CCIM, IAAPA, NMRA, and is a UTSA Alumni Mr. Mathis was the Vice President of Finance on the APMI Board from January 2023 until December 2024 and also volunteers his time to be a professional mentor for senior design students at the UTSA where he also presents to the class and resides on the end of semester panel to review final project presentations.

Danielle Chong
My name is Danielle Chong, I am an Engineer with the Facilities Division of Terracon – San Antonio. I earned my Civil Engineering degree from Texas A&M- Kingsville in 2015. Prior to Terracon and San Antonio my experience ranges from non-destructive testing of deep foundations, planning and entitlement and Construction Project Management from California to Florida as my Husband served in the military. As webmaster I hope to provide clear and informative communications between the Board and Members while making new connections as I set down roots in San Antonio.

Micol Ray Bratten
Mike received his Bachelor of Science degree in Civil Engineering from the University of Texas at San Antonio in 2007. Mike Bratten joined Axis Structural as an Engineer-in-Training (EIT) and received his Professional Engineering (PE) license in 2015. Before joining Axis Structural, Mike worked in the Construction Materials Testing industry from 2008-2012 as a Project Manager gaining valuable experience on typical methods used in building structures and as a structural design EIT from 2012-2015.
Mike has been active in the design of many projects that include wood framed apartment buildings, pre-engineered structure foundations, single and multi-story concrete tilt wall office buildings, and structural steel framed buildings all over the state of Texas. Mike has also been involved in various structural investigations of existing buildings or retro fitting structures to carry additional loads that may be required for renovations.
Mike has experience designing concrete, steel, masonry, and timber structures while coordinating the structural designs with architects, contractors, and civil, geotechnical, and mechanical engineers on projects of all sizes.
Mike is an active member in several professional organizations and received the Texas Society of Professional Engineers' “Young Engineer of the Year” award in 2015 as well as the “40 Under 40” award from the San Antonio Business Journal in 2022. Mike currently serves on multiple professional organization boards in the San Antonio area and stays active outside of the office by spending time with his family and English bulldog Rocky, doing Ironman triathlons, and woodworking amongst other things.

Craig Eugene Quadrato
Dr. Craig Quadrato is a Senior Associate for Wiss, Janney, Elstner Associates (WJE) in San Antonio Texas. He received a Bachelor of Science degree from the United States Military Academy (USMA) in 1991, M.S. degrees in Engineering Management from University of Missouri Science and Technology in 1996, Structural Engineering and Construction Engineering Management from Stanford University in 2001, and a Ph.D. degree in Structural Engineering from the University of Texas at Austin in 2010.
Craig was an active duty military engineer officer for 25 years including serving as a construction engineer officer in Afghanistan for two tours and nine years as a member of the USMA faculty. He taught courses in basic mechanics, structural steel and wood design, and structural system design. He has conducted extensive research in the area of structural stability for plate girder bridges and published numerous papers and given many presentations on the topic.
In his current position with WJE, he heads the structural engineering practice in the San Antonio office and has conducted numerous assessments, investigations, and evaluations for existing structures in Austin, San Antonio, and the surrounding areas. He is an active member of the American Institute of Steel Construction where he currently serves as a member of the Structural Stability Research Council (SSRC) Executive Committee, Chair of the SSRC Committee on Stability Education, and as a member of the National Student Steel Bridge Competition Rules Committee.
